That looks like Naruto and Sasuke to me, it probably is Naruto and someone else though.

The hands and feat are probably the result of bad animation and the chakra sword is probably some temporary power up or the guy in the air's move.

I think the guy on the left is Sasuke. The one on the right almost certain it is not Naruto..
