Based on his hype regarding S/T jutsu and his Suiton mastery, I'd put him at high Kage level. However, based on what we've actually seen him do in the entire series, he's probably at mid Kage level.

I'm sure he'll definitely be acknowledged as high Kage level as soon as we're shown more of his skills, however that depends on whether he actually lives up to the hype.

High kage, there have been a total of about 21-23 or so kages between the 5 villages, I'd say he's probably up there behind hashi, third raikage, muu, and possibly minato and the iron kazekage. Top 6 or 7 would be high kage level.

If it came to them jumping in, all he needs is help from one kage to keep them back. Jugo and Suigetsu don't even belong. And the paper bombs he just used on juubito would probably do well in getting him past susanoo.
