There is nothing confirms Obito cant use Rinnegan techniques but there is however manga pages that confirms he can use them.

Third, we have the Konan's statement saying that anyone with Rinnegan can use them.

These are all confirmed feats and same thing applies for Madara. Only reason they're not using them is because of the PLOT nothing more. Rinnegan used would finish the Naruto series and Kishi doesn't want that so he is restricting them from using it.

There are techniques like Shinra Tensei/Bansho Ten'in which probably don't need training but Jiraiya did have to train Nagato to use chakra natures.

wrong. Jiraiya didn't teach Nagato how to use the 6 natures. It was the Rinnegan that gave him the ability to use them:

I agree with this. They are both capable of using all the techniques but that doesn't mean they're able to fully utilize the Paths the same way Nagato does, someone's who used it all his life. Madara and Obito have the potential to use the paths, they've proven that multiple times already. But I only give them credit for the techniques they've shown before.

Another reason why I say that is because it's possible that they only decided to focus on areas that they felt was best for them in the given time they had with the techniques. Why would Madara need to utilize the Animal Path and Asura Path? With his great taijutsu and his Susano'o, with its size and arms they're more than enough to cover these aspects himself, no reason to focus and develop that path. Why would Obito need to utilize Preta Path when jutsu can go right through him? No need to learn how to utilize that path.

The translation is correct but it can be taken to literal at times.

Confirmed feat is something character has stated to be able to use but has yet to show us.

Konan doesn't have the Rinnegan and since using the 6Paths shared vision ability
and who ever the paths are you get to use their abilities via them
in a way you do get to use all the abilities of the sage if he truly created All jutsu ..

however, chakra is needed for All jutsu so sage taught jutsu I guess and his mom bred chakra before him.. so , <.<

and she never owned a Rinnegan, she just was best friends with someone that did.
