Thread title says it all

Fodders are Genins and low Chunins. High Chunins and up are strong ninjas and elites. People would call others fodder just because other ninjas raise through the ranks with more power but that doesn't make them fodders or else everyone in the manga is fodder but the Juubi since they needed the Juubi power for their power and it has the strongest power in the manga (even the Sage family used the Juubi power; the fruit.
