What Do You Consider as "Base Level"?

I've heard many people describe "base level" in many different ways. Like base level Sasuke has 3T Sharingan or base Tsunade can break the ground.

To me I feel like base level is using nothing to enhance the user whatsoever. No chakra, no jutsus, and no dojutsus. Just base human skills.

Would you include using chakra or dojutsus as base level?

This is a tough question to answer, yet an interesting one. I don't have an answer, but I can say this: it is a natural element for ninjas to use chakra since they are born with it. Ninjas are born with chakra and thus can use it as part of their day-to-day lives. Hence, I believe that when you talk about a ninja's base form, you should also include any chakra-consuming Jutsu that that ninja can use. However, there should be a limit to that since we are talking about a "base" form - to what degree, I don't know.

I define "base" character strength as the strength they can/could utilize before any power ups/upgrades/enhancements/or otherwise divine power. Anything that they character trained to do personally, without being a massive overhaul too their natural skill set, I define as "base power". In other words, anything that doesn't resolve the character 'returning to normal' after.

For Example:

Naruto's base level includes things like Shadow clones and Rasengan variations. No SM, BM or KM as they all give a huge overhaul boost in Naruto's capabilities.

Gai's base level includes his Taijutsu. The gates do not count as base level as they increase his normal capabilities.

Uchiha members are a bit harder to define as a base level as many people will debate on if the sharingan counts as "base level" and even among those who do will debate further on at what point in the sharingan's evolution becomes a massive power boost. Too me, I see a normal sharingan (meaning up too 3t) as part of an Uchiha's base level, as they naturally gain it through training. MS and above I don't count as base power.

Base mode is like when Naruto fought Kakuzu. No kyubi, no sage mode, nothing to upgrade his power. Just him normal.

Well I believe that 3T Sharingan is considereed base because it's their own power. It's part of their clan. It's like saying Haku's ice KG is not part of his base mode. Get what I'm saying?

Base level is when you have no enhancement , since most of this enhancements are increase in chakra level, either using natural energy, or an chakra from external source, or using pills...
One can also be said not to be in base mode when he enhances his or her natural skills with chakra
levels of doujutsu also apply to this
......but i have a question, when is neji or the hyuuga in base mode

That is definitely a tough one. Would it be without the byakugan activated or would having it being activated be ok since it's a clan dojutsu by default? I would consider an activated byakugan = 3T sharingan.

This is true, but it's also an enhancement of one's natural abilities. Thats just about the textbook definition of SM, which is why too my personally, I don't consider SM as base power. As I explained, any enhancement that you have to "return" to normal from, or that has a time limit on, isn't really natural power.

It's a tough question since there can be so many variables regarding a character's abilities. There will probably never be an absolute definition.

I usually define 'base' as a character in their most basic form and without using an external source of chakra. No Bijuu cloaks or Curse Mark states, nor any evolved Dojutsu forms (such as the Mangekyo) or Sage Mode. I usually tend to exclude things like the Yin Seal and Eight Gates as well.
A good way to picture the 'base' level is to think in terms of the Storm games; the character is restricted to only their unawakened moveset.

The level at which anyone can reach by sheer training not by incidents or any external support... That's. . . Well, my opinion.
Which means,
- SM
- 3T Sharingan
- 8 Gates
- LA
- etc...

And then there's Base form, which means no chakra activity just physical abilities...
