It has been said kakashi has copied over 1000 jutsu. It is said hiruzen knew every jutsu in the leaf village. Mei has shown to have multiple kekkei genkai somehow and onki and muu I believe created a kekki tota.
So with all this going on which ninja do you believe knows or can use the most jutsu? This is your own personal belief.
I think it is orochimaru since it is his goal to learn every jutsu and his intellect is 2nd to none so I'm sure he has mastered countless jutsu.

I think it is probably Hiruzen, either that or Muu...I mean Hiruzen was shown using water, fire and some sort of Mud Kekkei Genkai I asume.. so probably Hiruzen. :/

True but all I said was his intellect is 2nd to none meaning he's just as smart as anyone else in the manga.

The third only had fire, earth & water release where as there are about 10 more releases which means he couldn't even come close to all the jutsus in Konoha not to mention Wood release. And as the manga mentioned, it said he knew all of Konohas jutsus. It never said he could perform them all. Just because it says it, it doesn't make us just asume; knows=can perform. Can he use Sharingan? Gentle fist? Byakugan? Amaterasu? Susanoo? Izanagi? Kamui?

That's why Hiruzen is just BS hype. We only ever saw him use 13 different jutsu which limited him to the three releases.
