It's way too early to say. Only one movie has been released, in which practically nothing except establishing the setting took place.
Now would I say it's likely to be on the original Geass's level? Most probably not, Lelouch was an utterly fantastic protagonist and I doubt that 4 movies can capture as amazing a plot as Geass's two seasons did. But assuming that Akito is gonna be a terrible spin-off is being too unfair considering we've only seen 1/4 of what's to come, in which very little really took place and no original CG characters even showed up. I'd say to wait at least till movie 2 or 3 to decide if Akito is really worthy of taking the Geass mantle. I can't fathom the possibility that it would ever surpass the original, but I'd say to wait it out before declaring that it just sucks.
