What do people exaclty mean by eternal mangekyou sharingan?

I don't the exact concept of eternal mangekyou sharingan. Does it let you use your powers for as long as you want? I already know that you need it to awaken rinnengan

And no. EMS is not required for Rinnegan. What's required is Hagoromo's chakra or Ashura's + Indra's chakra.
