Lo L its also meant a bit symbolic, he means the one who will continue Rogers work and lead the people into the new era that has yet to come.

Roger couldn't carry out the will of D because he was dying so he turned himself in to be executed. Luffy is the man who will show up and carry out the will of D against the world.

He's waiting for someone (Luffy) to find One piece, become PK and finish what he wasn't able to due to his sickness. Remember when he told Rayleigh that he would not die right before surrendering to the marines? Dr. Hiluluk said
When does a man die? When he is hit by a bullet? No! When he suffers a disease? No! When he ate a soup made out of a poisonous mushroom? No! A man dies when he is forgotten!
That's probably what Roger meant. Luffy is probably his reincarnation or some shizzles and now he's waiting for him since technically Roger isn't dead as people still remember him as Gol D. Roger and will continue to remember him as Monkey D. Luffy.

Something like that imo.

he was waiting for someone and that someone has not yet come (actually Luffy did come already but he's not there just yet), wb also meant that BB might have killed him, he might become extremely OP, he might have known BB was gonna take his DF and go on a DF hunt, he knew BB will go and cause havoc for the world ... but he was consoled by the fact that at the very least Marshal D Teach is NOT the D that Roger was waiting for because he realized that the one who will challenge the world anf find OP will be Luffy the one who carries on Rogers will and the brother of Ace

In that Flashback, Roger mentioned about the "D"(no pun) and supposedly mentioned about that some man with a D in his name will change the world. Also WB said that he also has a man with a D in his name in his crew.
Later WB tells BB that he is not the man that Roger is waiting,,, he said it to BB who got a D in his name. So clearly, Roger is waiting for someone who carries the will of D. Now why was he waiting is another question, but from what he said it looks like The man Roger is waiting for will change the whole world and that is Luffy.

Teach , you are unworthy being crowned the next pirate king. You're unworthy of the crown.
