He's skidding backwards to a stop leaving a trail that looks like that. Naruto is making one too.

There are loads of panels in the last few chapters where characters are skidding to a stop and they all leave trails like that. NaruSasuRival showed a good one from a previous chapter where Naruto is skidding.

It doesn't look like Sasuke is doing anything with his sword. His right hand is empty, and his left hand is holding his sword and it looks like it's just being held. And it's not in the ground, it's pointing out of the way toward his right.
