In the top right panel, what did Sasuke do?

Did he dig his chidori infused sword (lightsaber?) into the ground, which caused lightning to shoot forward?

But one thing I don't get is is that it had no effect - the attack was simply dismissed the next page and it had no effect on anyone? They just moved on and completely forgot about it.

What do you think it was, and why do you think he did it?

Sasuke made a sword of Lightning. When he was knocked back he plunged the sword into the ground to gain traction and halt his movement

No, like you can see in the other scan, Madara probably pushed him back, so he used his light-saber to break his speed/ regain his balance

He seemed to have launched backward, the momentum was so strong that he had to use his sword to stop himself. This sword however seems to have strong destructing chakra which made that.

No this wasn't that one of the shadows kicked him away and this was to slow him down to a stopping point. Sakura flew a way and he was flying back

At the same time Naruto had grab Sakura,Naruto kicked and Sasuke struck limbo with His sword,they all bounce off. Thus the slide.
