is Madara giving a hint to his cabability of creating a dream world here , when he mentions that he could have made it a reality

I dont think he thought of the eye of the moon plan here just the basis of creating an ideal world. I think only later did he incorporate the eye of the moon plan to his dream of creating an ideal world without pain

what i was referring to was his ability he showed to Obito that his genjutsu allowed him to perform

If i recall he even demonstrated this AFTER he gave his eyes away.

I jus felt he foreshadowed his idea of changing the world his own way

No I think his idea of a perfect world had just begun to form at this point. I think moons eye was only thought of after madara deciphered the uchiha stone tablet
