No, those two sentences are separate thoughts. Itachi intended to first awaken Sasuke's Mangekyō, and then have Sasuke combine their Mangekyō to make the Eternal Mangekyō, which is why Itachi went out of his way to explain how the Eternal Mangekyō is achieved at the beginning of their fight. Secondly, Itachi intended for Sasuke to return to Konoha as a hero that had defeated the despicable Uchiha Itachi and Orochimaru in order to restart their clan while keeping the Uchiha's [shameful] plan to overtake Konoha completely in the dark, absolving Sasuke's hatred and the clan's dishonor in one masterful stroke. However, as predicted, Obito went out of his way to break his deal with Itachi, and Itachi installed a failsafe. As it turned out thought, Itachi used that contingence on himself, which turned out to be for the best, as he saved Naruto and Bee and I suspect both Kabuto and Sasuke will help Konoha against Madara and Obito.
