Well if by information, the akatsuki was still gathering it's forces together, it still does take a large amount of chakra to seal a jinchuriki within the gedo mazou, so they needed an adequate amount of members, also they didn't know all the jinchuriki's locations off the bat and even when they did they needed to always targeted them in a remote area like they did against bee, fuu, utakata, roshi, isobu(3 tails' name), etc. Otherwise like a bad criminal organization they'd be drawing attention to themselves. The exception of course is gaara. But even then the attack took place in the night and deidara is hecka stealthy.
Not to mention that Itachi made Obito hold to his promise of not invading Konoha and if obito has this then it must trickle down to nagato which trickles down to other akatsuki members. And even when they did, itachi personally did so himself, and the reason, unbeknownst to Kisame was so he could check on his little brother. Pein and Konan had to occasionally stay in the hidden rain for diplomatic reasons so they couldn't just randomly come out and all the bijuu had to be captured in order otherwise they gedo would "break/burst/dysfunction" so that was also a pain. I think it had more to do with actually locating the jinchuriki, also the stronger the seal on the jinchuriki the harder it is to get the beast out, but as they age, that seal gets weaker so the time the akatsuki struck was actually pretty well timed.
