Actually they referred to 'power' and not Sage of the Six Path in literal sense. Bcus Hago wielded the same power like them.

It means Nagato was the third to have Rinnegan alongside Madara and the Sage of Six Paths. However, it wasn't original Nagato powers that awaken Rinnegan, it was later to revealed to be Madara's power.

Obito means that he achieved similar powers of the Sage of Six Paths himself.

Naruto and Sasuke are not similar to the Sage of Six Paths because they do not possess all of his powers, only half.

What determines a So6p is....the people who give you that title. There wasn't a such thing as a So6p until people started calling Hago that. It's just a title not an actual achievement.

Sage of the Six Paths name calling not came out of the blue sky. People wont start calling that name without knowing it. Thats mean they know about it. They know about that person, Hago.

And how they know? From tablet that translated by someone. But in the tablet it wrote/read 'Sage of the Six Paths' and not Hago's name - Hagoromo Otsutuki.

Its like to tells people about a Prophet/monk from the past. The name not brought in power but addressing someone status in literal sense.
