The first phase was obviously the Ino-Shika-Cho combination, which was successful in immobilising the Juubi better than the Alliance Jutsu. Shikaku was truly a genius, analysing Kurama's chakra dispensing abilities. Naruto took it one step further and gave them cloaks made from his own chakra converted from the Kyuubi's, which was more than anyone could have needed.

So now that they have the Juubi frozen, what do you think is the next phase of the plan?

They haven't stopped the Juubi yet; merely only suppressed it. In fact, it's already been said by Madara that there's going to be another transformation.

You're kidding me right? You think that Naruto is going to stop the Juubi with one hit? The Bijuu Dama that exploded within the Juubi didn't even rupture its body; only expanded it. That's how strong it is.

Obito is controlling the Juubi at the moment. If he were to let the Juubi go on an uncontrolled rampage, the army would have been destroyed by now. Obito clearly said to Madara that the reason he was holding back was because he couldn't afford to let Obito die.

In my opinion taking down the 'brains' of the Juubi is a bad plan. The Juubi will only return to its destructive instinct; and what lies beyond that is a complete disaster. Right now, it's attacks are controlled.
