This is the explanation i saw on twitter when i clicked the article of the picture
Its black and blue.I'm seeing black and blue.

The people that took the picture admitted that the dress is blue and black. And so did the store selling the dress.Its white... the camera is just crap and the white balance is all messed up.

So the 2 explanations. People are colorblind for that color. And the other one is that your brain gets tricked due to the lighting of the picture and it serves as a type of optical illusion where your brain expect it to look white and gold.
Either way the dress is for real blue and black.
