What characters make sense getting shin eyes?

potentially Sarada might to awaken ems early on. I also could see various useless fighters of the new gen getting one since everyone's getting power ups and they'll need it to keep up. Only one old gen that makes sense to me as tenten she has the sage weapons but without them shes pretty useless and would fit theme of her being a weapon expert.
