what characters from manga/anime are the best manipulators ever

From what I've seen.. probably Johan Liebert or Friend

Possibly Yokoya/Akiyama from the Liar Game

Is this purely off eloquent persuasion skills or do we involve super powers?
For what I know, Johann is probably the best U_U Gotta see him my self tho...hum.
I think Fukunaga does pretty well too, even tho he's not at the same level as Akiyama or Yokoya...He's still actually pretty gud.
This probably doesn't even count but...have you ever imagined Nagisa Kaworu trying to manipulate some one O_O For what I understood, he basically understands your heart U_U
Medusa would have to be in that list too, I suppose. At least I do think so :p Her success is based entirely in her negotiation skills, not to mention she thought ahead a lot too....hum...

Oh right, she's not the best, but she's quite efficient as well: Kuga from Iris Zero...

The thing is that Johan's manipulation is more focused on his charisma than his actual planning (save a few things). If Johan writes the script beforehand and tells somebody else to do it in his place, they probably won't be able to achieve his level. When it comes to using bargaining chips and what not, other characters surpass him (in fact he seems to neglect things like this). He's not meant to be too "realistic".

I do have to say that Lelouch has a spot as well. If powers are allowed none of the ones I mention could reach the level of actual mind manipulators but Lelouch still has his skills even w/o his trump card. Izaku+Shuro are obvious contenders in this category too.

Manipulation was always about charisma, I believe. For what I understand, the manipulation bases on the fact the person in question can inspire confidence and familiarity on ppl, which leads they often reveal personal information easily and get influenced deeply by that person (I believe Lelouch falls in this category). Other forms of manipulation involve cornering the person (regardless the threat is real or not, the important thing here is the feeling of danger) so they believe they have no other option but to please you (More a Yokoya style?).
Either way, it is always related to the assumption you say the truth. Confidence in the idea you're being honest. You have to inspire either charisma or authority I believe. Most of the times, manipulation works better under the spell of charisma, I think.
Being able to think ahead (bargaining chips and whatnot), being astute and such probably helps a lot, but I insist, the basic requirement is either charisma or authority.
Izaku is a contender for me not because he's an actual mind manipulator (but is closely tied to it), but because he knows how to pose as an actual danger, which gives him the opportunity to corner ppl. Kujo is actually a pain in the a$$ for him because she's so calm and analytical most of times! xd
