Let me explain.im asking what characters,in your opinion, were not riddled with deus ex machina or other plot devices?

Might be kind of a cynical view, but I think 99% of main characters were given retcons, deus ex or generally just had moments that existed purely for shock value or fanservice.

A couple examples of this imo are obito(biggest offender) and might hai

The only character who wasn't altered by this(again opinion) was j-man.everything he did made sense to me and remained that way.even after he was killed he wasn't written back to have some fanservice dialogue

Sometimes it can be a bit hard to narrow the difference between retcons and logical character development.

The prime example of an illogically developed, retconned and all in all poorly written character would be Obito in my opinion.

The best examples of a logically developed character are, in my opinion, Sasuke and maybe Naruto, although personally I don't find his development starting from the middle war arc and onward very believable.

The ones who remained pretty much the same as they were in the beginning would be Hinata, Kiba, Kakashi and many other characters from my point of view. Kishimoto didn't pay much attention to those characters who are not main heroes tbh.

Now Sakura is the perfectionist A complete thorough consistency to the end

Yes indeed Sakura stayed completely one dimensional until the very end and just magically had abilities shared by her mentor because they needed to show progress with her character

I don't know how anyone can say Sasuke with a straight face. He flip-flopped more than a politician and was a pawn for half the series.

Characters that stayed grounded in their original roots are most of the K9 (largely thanks to their lack of screen time), Jiraiya, Kakashi, Naruto, Minato, Gai, Asuma, Killer Bee, and Danzo. These are characters that filled a certain style of life and stuck to those guns. Hinata is also a great example of this.
