Looking at his battle with Naruto, I'd say Wind. Sand isn't it's own nature though, but Earth would make more sense if he actually used an Earth style jutsu yeah?
He could be just pure wind with a Sand type Kekkai Genkai.

here lies the answer!It's not a kekke genkai! It's a jutsu! A sand-control jutsu!yay!
plus:
Earth+wind=dust
earth+water=wood
earth+fire=lava
earth+lightning=crystal
though i don't think kekkes are set. They must vary due to DNA

Thank You! Thats right, gaara has a special ability to control sand with chakra. Because garra cant create sand, he can only control sand that already exists. To futher explain... Theres a difference between kekkei genkai and special abilities. Kekke genkais are elemental FUSIONS, allowing the user to fuse 2 elements together to creat a THIRD new element (Haku wind+water=ice). Special abilities are different. Users cant create the special element, only manipulate a substance that already exists. This is also demonstrated with Deidera. He cant create clay, only control it and make it explode; which is why he can only carry a specific amount of clay into battles (like garras sand gourd). Garra can only create more sand to control by using the sand in his gourd to crush rock into new sand.

He does use Infinite Sand Storm Devastation in his possessed form, and the Shukaku uses Air bullet. In the anime, when the Shukaku is awoken within Gaara during his battle against Lee, the sand that rises behind him is moved with gales of wind.

We have actually seen Gaara use a wind teleportation jutsu. I am not sure if this counts. I consider it wind Manipulation.
He is able to control the sand through the Shukaku and without the Shukaku. The Shukaku has demonstrated control over both Wind and Earth, but because Gaara is still seen manipulating sand, I believe he controls both.
I believe that the control of sand is through both wind and earth. Earth is naturally coarse and enduring, whereas wind is flowing and light. Wind chackra may be part of the process in breaking down Earth into sand and then controling it through both earth and wind as is probably seen in that video. I believe that his primary nature is wind because he is of the hidden Sand village, although I think that with the Shukaku he can use Earth and Wind combined as sand, wind as separate ninjutsu, and earth as means to break down rock and material for sand.
This is just all speculation of course.
