What century is The Naruto shippuden in?

When I was reading Naruto 700, it got me wondering what century could this anime be in?

It's not the same universe as ours, so we can't say what century it is in. However, we can say that the current status of it is somewhere along the lines of early 2000's. It jumped very far in technology. Laptops and that metropolitan city is very modern in appearance, and it came out of the blue

my theory its in the 20th century (late 90s).

we've seen TVs before in the anime, we've seen electricity cables, we've seen medical machines in the hospital, we've also see a lot of technology in laboratories (orochimaru labs)..etc.

and chapter 700 time-skipped to the 21st century where now its not hard to find a thin lap-top....

It's just my thoughts I might be Completely wrong.

Its not our own Universe but if i had to put it on a timeline that matches our own id say Its like 1980s 1990s. And by the 12 year time skip its like 2003-ish
