What came first IT or hagoromo/hamura birth?

As the title says. I was wondering how hamura, who lacked the rinnegan, could avoid IT but I'm not sure how the events came or why hamura avoided IT. Could it be that he had kaguya's chakra or something?

Sasuke did theorize that only a Rinnegan could dispel Infinite Tsukuyomi. Perhaps it's possible to individually uncast one by performing that process, similar to how he and Itachi did it to each other against Kabuto.
