With willpower he could break it but that requires him to realize he's been effected by it which he won't. That is what itachi was referring to when he called it the ultimate genjutsu.

Every jutsu has a weakness. If he told you to kill your parents and you really loved them then your subconscious will overpower the genjutsu. All genjutsu are a form of mind control, and all forms of mind control have the same weakness as genjutsu.
Strong will power + strong ability to release chakra would overcome any genjutsu except for IT, we've seen other instances where mind control never worked, Hashirama and Madara were both examples of how someone can break free of an opponent's control, they both had the chakra to break high level genjutsu and both had the will power to not be manipulated.
