Not true. Firstly Tobi becomes tangible when he's attacking. They can hit him if they attack then.
Secondly Kakashi has already warped a Naruto clone into Tobi's little pocket dimension, meaning
if he uses his S/T, he risks getting a rasengan to the face. Tobi is more screwed than NB realises.
