What are some good editors to use for editing pictures and make look like and resemble the looks of this

You must be registered for see images

I want start editing my own ava pics but i need some good pic editors . What do you use and do you have any suggestions?

GIMP is a free one for starters, or if you are good with torrents Adobe photoshop cs6.
