What are handseals in the databook?

I notice that there are rating like genjutsu and hand seals.

And for hidan his genjutsu is a 3 and hand seals 3.5???

Wtf can someone explain

Handseals is speed and form of hand seals, genjutsu is based on how good a persons genjutsu and genjutsu defence is.

It just means out of 5 that is what his skill with that is. So he's average with Genjustu and Hand signs.

When you first started Ninja school, one the first lesson is hand seals to learn proper control of chakra to execute a jutsu, the higher the jutsu the more complex the hand motions, you also learn to speed up the hand signs to prevent you'r enemies from seeing what you'r doing and setting up a defense and counter offense. As you get experience and you are as good as Itachi was you can even use a simple gesture to started an attack or defenses.
