Well I don't have many arcs that are 10/10 since there's always flaws with arcs. I'll just list arcs that are equal to 9 or above out of a 10 rating scale.

Marineford - One Piece
Dressrosa - One Piece
Enies Lobby - One Piece
Sabaody - One Piece
Water 7 - One Piece

Dark Continent - HxH (This arc is no where near being done and all we've been getting is some mind-blowing setup. I have high confidence that this arc will probably be the best HxH arc. The Kakin princes introduced is amazing and seeing Ging's & Pariston's character interactions is very entertaining and written well.)

Honestly yes, it's an arc that was flawless, deep, action pack and emotional at it's core. everything had a deep meaning. this arc is the best arc i seen in history

An arc doesn't have to be flawless to be a 10/10. It could also be near Flawless where the gap between it being flawless is very small. That would also count as a 10/10.
