He was making a joke about her attractiveness so I'm thinking the joke would've only made sense if he used whatever age was considered the legal adult age. It could have been a different age in the original language, so, whatever age he said, that would be it.

No, that was an accident where Lee's water was sitting next to Guy's sake. And with the case in the hospital, Tsunade accidentally left her booze in the room (for some reason).

I forgot about that, yes, thanks :] That would probably be the age of adulthood in NV, it also confirms that Jiraiya is not a pedophile because he's only interested in legal chicks. Unlike, Master Roshi, lol
