Madara had power but when he didnt get hokage and the rest of the uchiha ignored him he was angry. Indra had the eyes so had the power but no one followed him, they all followed ashura. Neji was powerful but he was in the branch family so didnt even have control over his own life. hence his bird trapped in a cage metaphor.
The whole manga is about Naruto who was the last place become strong and gaining support from people. If power was the only thing you needed, the show would be called S06P and it would just be him going around defeating everyone and having a great time.
