The same could be said about all the characters in the manga. Kishimoto made the designs, and Pierrot are animating them accordingly.

Do you have any solid proof this is not filler? As in, Kishimoto writing the script for the episode? SP just took the initiative to create some backstory for Hanabi before the movie, the way they see fit. They most likely aren't thinking of hardcore fans like us who care about anything being canon or not. They just cater to the average viewer.

filler is filler. and filler does not matter.. hinata and hinabi were never close not even after the war.

The movie is canon and they seem to be decently close as siblings
