You don't need 3 tomeo for copying jutsu or using genjutsu 2 tomeo in 1 eye are enough for copying. And 2 tomeo eyes can cast genjutsu. At 3 tomeo youbgain precognition and peake clairty peak copying and the ability to reflect genjutsu.
