Were Naruto Shippuden movies created by Masashi Kishimoto??

Well, I'm confused if they were created by (or from the actual ideas of) Kishimoto. Actually, I don't know anything about their origins (are they like fillers, out of the storyline/plot, etc.) to start with. Well, were they?

Just because a person writes a book does not mean they make the movies. Usually they are sold to a production company. J.K. Rowling writes Harry Potter but Warner Brothers was in charge of scripting and casting of the movies.
