I don't have much evidence to go on, but from what I hear from interviews, Kishimoto created Hinata before Sakura but felt she was too attached to Naruto and wanted to create a Tsundere heroine. Two similiarities between Sakura and Hinata are that they were the only ones smart enough to do the chuunin written test and both were timid in battle.
It was also stated that Kishimoto only created Sasuke after other mangaka and editors convinced him to create a rival for Naruto. Furthermore, Neji in my opinion compares a bit to Sasuke in that he was hateful and vengeful towards a relative due to losing his father, became one of Naruto's nemeses and a great inspiration to him.
Then of course we come to the byakugan that lost its significance to the plot in part 2 when it was stated from the beginning to have come with the sharingan and low and behold, Kaguya has it.
Do you think its possible Hinata was originally meant to be the main heroine while Neji was meant to be the deutertagonist?
