Îts not that dude, its just that at the time Natsu used it he was very much weaker than he current is, lets say that TRUE DF doubles your magic power, and Natsu on Paradise Tower had 2000 (Just example) he would get 4000 magic power, but if at Tartaros arc wendy had 25.000 magic power (again, example) she would have 50000 magic power with DF (example dude, don't blame me with wrong numbers)
