agreed, gajeel has a supplementary element, being shadows. wendy has none, she isn't a primary combat mage. she's a kid, he's a man that's physically stronger and more experience than she is and she needs eternano to reach DF. if concentrated eternano is present in the atmosphere in a large enough concentration for her to obtain DF, gajeel can just do the same, then it'd really be a stomping.

Wendy is undeniably strong as she can use dragonforce. However making up some random values for their respective power and ages doesn't have any relevance as they are values you made up on the spot. Natsu and Gajeel will end up stronger. They have shown much better magic and whilst wendy is useful in a team she isn't as strong as the other two. Plus fairy tail have no need for an extremely powerful girl wizard they have mira and erza for that. Plus Natsu is the protagonist so he will end up the most powerful thanks to deus ex machina end of.
