Big list of Hagoromo's crimes is as follows:
Matricide. (Killing your mother.)
Releasing dangerous wild beasts on the world.
Making all human conflict 10X as brutal permanently.
Not being as handsome as Lord Aizen. This is a crime now.
Giving Madara Uchiha the Rinnegan, Knowing his plans with Infinite Tsukiyomi.
Attempted murder of the Shinobi Alliance.
Attempted Murder of thousands of civilians.
Attempted to destroy the land of lightning.
Add to that list: Giving Sasuke power, Knowing that he would use it to kill the 5 kages, since that was his answer.
Chances of him being a bad guy are unfortunately fairly slim now, but he certainly isn't a good guy.
