I miss Jiraiya too but how do you expect for Jiraiya to return? Have you forgotten that Kabuto had none of his DNA to bring him back? Orochimaru already had the Kage's DNA since the whole purpose of the scroll was to undo the death repear seal. If Orochimaru had Jiraiya's DNA somewhere then Kabuto would had known snce they researched everything together. Obito has Pain's weapons with Jiraiya blood on it.
