Years ago before Obito met Madara.... Madara had already implanted his Rinnegan in Nagato....

gedo mazou....if obito took the rinnegan..or if he could even do it, then while summoning the gedo mazou he would have had to be pierced by those rods and forced to live by virtue of a chakra symbiosis with GM(since GM at that time had almost no chakra)...so he wanted to use nagato and his rinnegan for that purpose and wait until the GM was completely filled with the 9 bijuu chakra...as we all know his plans were implemented to a great extent...
