Nobody who actually works on the leaks is here on the forum. This is not the right place to ask. We can only give you guesses. The people who work on it can't even always predict when they will be finished. This might be one of those weeks because there are twice as many pages and color pages are also harder to clean up. The chapter's official release date is the 10th.

Japan has strict piracy laws. Most people will have to subscribe to shonen jump to read the manga in Japanese on mondays. If they want it early they have to read the english translations like us too. There are japanese websites with just summaries of the chapters like this one

but not the manga. Uploading raw mangas is illegal in japan.
