1. Leaf (strongest Shinobi overall - has the 9 Tails which is a lot stronger than the Hachibi)
1/2. The Sound Village (Destroyed the Leaf Village once; Orochimaru is stronger than all the Kages and his village has EXTREMELY powerful Ninja. He also has EDO Tensei)
2. Cloud (before War-Inc, the only alive Perfect Jin)
3. Rock (bigger than the Sand Village, more powerful Kage than Sand)
4. Sand (more powerful Kage than the Mist, more experienced and less coward ninjas than the mist)
5. Mist (Very weak Shinobi, smart Kage but needs more power).

And weakest as well. The second fanbook rated its military strenght with two stars (which is lower than any other village).
Its was also the only village with one Jinchuuriki besides Konoha (Konoha however always had the strongest Bijuu AND kage), and it wasn't even a perfect one.
The official fanbook also implies that Sunagakure was strongly weakened throughout the Great Wars which lead the 4th Kazekage to focus in raising a small number of extremely skilled shinobi. His children are the result of this.
