Definitely Udon out of the characters we know, if we're not just limiting it to ninja then there's always Gamatatsu.
Also Iruka is a chunnin, he can be as weak in combat as you like or have very few techniques but he's still a chunnin.

You're saying Chouji is weak? He killed Jirobo in one punch, played a big part in sealing edo Asuma and went head on with the Gedo Mazu Statue. I'm not sure what your definition of weak is but Chouji is probably the strongest member of the Konoha 11 (other than Naruto)

No, she isn't powerful I agree but there are definitely weaker. She's more of a technical ninja and she's still very useful. Imagine InoShikaCho without the Ino bro, ShikaCho sounds like a bad fanfic name.

I agree with you that she's useful in a group. But aren't we looking at individual abilities and prowess here? On her own, I can't see her lasting long.

That's fair. But to be honest all medics and sensory ninja don't really get a fair shot if that's what we're focusing on here.

Come to think of it Karin can avoid fights, but is she lands in one. She would get taken out even quicker. But Sakura seems the best out of young female ninjas in my opinion. She has decent - or as decent as they can get - Taijutsu skills and isn't all that bad with Kunais either. Her healing abilities are definitely better than Ino's.

It's because people forget karin not because she anything stronger the OP said iruka but iruka can beat karin and udon together easily

characters like mougi udon karin is forgotten even more than shino

But the meaning of weak is diffrent to every person for me and many other sakura was foddered by kishimoto her charackter devolopment makes her weak not her jutsus and power

The weakest should be sasuke coz he would drained all his blood whenever he used eourmous chakra, and if someone who could waited patient enough until sasuke lost all his bloods, will actually can kill him.
