In a solo fight its Defintely Ino.

Even though i would like to say kiba(dont like him), it is tenten.

Almost everyone of the konoha 11, has something useful.
Strong taijutsu (neji, hinata, lee, choji, sakura),
healing (sakura and ino to some extend if i am not mistaken),
high intelligence(shikamaru and shino),
sensor skills (neji, hinata, kiba, shino, ino).
Ino brings shintenshin as well as usefulness to get an opponent and shikamaru brings shadowjutsu.
Shino can suck an opponent dry with his bugs.

The only one who has none of all of this, is tenten.
The only thing she can do, is throw weapons with accuracy. Its quite onesided.
Its not required for a team.
Anyone from the konoha 11, who would replace tenten in team gai, would make it a better team.

guys every shinobi has a weakness if A>B it is possible C>A is just beacuse you every shinobi has a different skills that other shinobi can counter but others can't
