Kiba's base speed is heavily underrated. He's faster than everyone except Naruto and Lee

It may be underrated because he's hardly ever hit anything. Naruto dodged it several times, "Tobi" skipped it and the few times Naruto was hit he got back up with not much damage or in the case of Salon/Ukon they were uninjured because they could split. In short, Kiba's speed is shown against opponents who could easily deal with it.

Fodder....except they can detect you coming, set up and ambush you...not to mention of the teams they have the most sadistic set up.

In all seriousness, Team Kurenai's problem is the authour's lack of attention. They're the team with -arguably- the most useful fighting style: scouting.

Shikamaru is smart, but weak. He couldn't keep up with Hidan who has only 3, 5 points in speed. Kiba has 4,5 in speed, this means he would stomp Shikamaru as the battle begins.

There's nothing to suggest Shino is slow. His reaction was quick enough to dodge a close-ranged poison-tipped dagger and that was a surprise attack. He was also able to quickly switch twice with a clone. Gatsuga has been shown to be dodged by opponents slower than Kiba.

His bugs were quick enough to surround the opponent (Zaku, Kankuro, Tobi). Even if they were slow, they make up for it with stealth and numbers.

Shino's explanation in the last one suggests that regardless of high-speed movement the insects would still sense the chakra and pursue. The insects are persistent. It would only be a matter of time before they wear out Kiba and he's caught.
