Personally I believe the strength of the Kings corresponds to their area:
i.e.
8th strongest = Heracles (Area 8)
7th strongest = Bambina (Area 7)
etc. etc. probably finishing with:
3rd strongest = Mother Snake (Area 3)
2nd strongest = King Crow (Area 2)
1st strongest = Battle Wolf (Area 1)
