That's not really a fair point, garra was just standing on top of it, like a giant weak spot. I don't actually think naruto and bunta would have been able to beat an actual rampaging shikaku by themselves.

Your probably right but it basically was a raging Shukaku, but with a weak spot. But without that weakspot Naruto probably would have been demolished.

I believe he only ever stopped the 1 tails, which is the weakest of the tailed beast. Mei can spit f**king lava out of her mouth. Thats pretty boss imo.

Mei is the weakest no feat and her will is very weak followed by tsunade.
Tsunade and mei can't stop the jin-less shakuku so 4th kazekage is definity stronger, if you go by the fact that he was kill unoticed then you must be illogical it was un-noticed only for a short time not even up to a day,so get a better argument.

The choices are either

4th kazekage

possible why: he was beaten easily by the youngest kage there ever was, it was kind of hinted that Orochimaru beat him easily

possible why not:stopped Shukaku, then again Naruto stopped the Shukaku in part 1(although I believe this is plot no jutsu mixed with a plot hole)

Mei

possible why: shown nothing really kage level, maybe jonin, but not kage, it seems all she has is elemental ninjutsu.

possible why not: has 2 kekkei genkai meaning a lot of chakra types, meaning a lot of jutsu(s).

Tsunade

possible why: "fought" mainly in the back against madara, not many ninjutsu feats, not the best offensive summons.

possible why not: considerable taijutsu namely strength, very good medical ninjutsu.

overall Id say the 4th kazekage.

This guy stopped the Shukaku on his own, that's an impressive feat.

Mei has shown nothing since she's been introduced, literally no feats. Couldn't kill Sasuke and couldn't even (hit?) Madara. Pretty ****ing disappointing if you ask me.

are you sure you have been reading the same manga as the rest of us? if it wasnt for zetsu, sasuke would have died. she hit madara at least 3 times.
