If he wasn't a bad match up for Shukaku, I would actually consider him the only bad kage (he just got lucky that his son turned out to be the best thing that ever happened to the village).

I have come to the conclusion the fourth kazekage was the weakest.

That would easily be mei terumi considering she has like zero taijutsu feats no genjutsu feats and some great ninjutsu but nothing a decent ninja coujld not avoid and eventually she would be out of chakra considering she only uses ninjutsu but then again maybe there is another cough tsunade cough
