Hailed strongest of the 3 hokage and strongest of the kage of his time... There's really know explanation needed for him. You can lie to yourself all you want, but kishi established his position and it's >>>> 2nd gen kages+3rd raikage and Tobirama. Though, after recent events, we know It's BS that he's stronger than hashirama(If he truly proves to be stronger then I redact this statement full heartedly)

4) Tobirama

Defeated an MS user. Really, nothing more needs to be said. Danzo couldn't do it with 11 lives... Orochimaru got himself 1 shot while fighting a blind, exhausted, dying MS user... 2 MS users assassinated an entire clan... lmfao

5/6) Trollkage/muu

Trollkage took on the force of oonoki AND gaara while not even attempting to fight. If you want to see a half assed fight, that was one. Muu's his equal, so he's on the same level. Hardcore sensing, undetectability through invisibility, split second fission feints and Jinton give him a solid portfolio.

7) Gaara

Sensing, flight, ultimate defence, limitless sand; what more needs to be said? Either he buries or crushes you. There's no inbetween and you're not flying out of his range nor are you depleting his sand. As if that's not bad enough, there's an extremely small number of attacks that can beat his defenses... not even susano'o or amaterasu could do it

9) Tsunade

This b***h... is strong. Regeneration and super strength; She's basically Hulk. Wait, did I say basically? Actually, she's literally Hulk. She said she can't die in battle and she proves it time and time again. Unless you cut her head off, or stab her in her brain, she literally won't be killed (and it's still speculation assuming that will kill her). Since her limits have never been truly pushed, it's uncertan whether she can regenerate her arm but, seeing as madara proved something like that is possible, I will go with tsunade's word that she can regenerate anything. Her pseudo immortality is one thing, but her ribcage-susano'o busting, Bunta-sword lifting, ground-shattering strength is another. Strength like that puts down just about everyone and would even potentially cut through gaara's sand like a knife through hot butter. Very Very few people stand a shot at defeating her and she's extremely underrated. One thing people fail to realize is that she's a 5 in taijutsu. That means that even people like guy(without using gates) is going to par her in a taijutsu battle OR marginally outmatch her.
Her massive summoning, Katsuya, is her final deadly weapon. At first glance, katsuya doesn't seem like much, but she can provide vital support in the form of sensing, defense and deadly attack(acid). For that simply matter, it's already difficult to fight large summonings with just yourself... Only few people can do it effectively, especially while fighting someone else.

*NB: I've moved her up this her solely because of madara's regen feats. Otherwise, she's 1 below Mei. This position implies what she said is true and she can regen at least somewhat like what madara was doing.*

10) 3rd Raikage

Guy's strong, but he's still susceptible to the likes of varying genjutsus, just like Ay, and he's not that fast. Once you get him to drop his raiton armor, his defence pretty much takes a landslide as confirmed by the fact that a rasenshuriken couldn't phase him(while armored), yet a kri kri mae dug deeply into his body(unarmored). Even suigetsu and juugo could react to V1 Ay, so reacting to 3rd raikage isn't some truly difficult feat; Seeing as SM naruto had no trouble reacting to the guy, anyone with comparable, or even slightly less sensing abilities, will be able to easily react also, not accounting for any speed advantages of those persons. What puts him up there is his ultimate armor which makes him hard to beat --jinton will clearly shit on it -- and his ultimate spear. Oh, and maybe some black lightning, I guess.

11) Ay-> He's weaker than his dad but sort of stronger than the rest. Depending on the situation Mei can take him out.

12) Mei

Burn baby burn. She can hide herself or she can put up a 360 anti taijutsu defense. She also has suiton on the levels of Hiruzen/Madara(katon wise) which is something not many kage can say they have. I notice that she also gets heavily underrated(really, it's a running theme for female characters to get underrated).
A fact, unknown to few, is that her mist is as thick, if not thicker than zabuza's, meaning all sharingan users and non-sensors are completely blind.
Her acid is also concentrated enough to melt zetsu's body within seconds or melt concrete within minutes - On human skin, this would easily open up wounds in under 10 seconds and cause severe hemorrhaging; Seeing as only a healer can survive full body hemorrhaging, and there are few healers in this manga, most people get 1 shot by AoE acid.
She also possesses a more concentrated form of said acid which she spits directly out of her mouth. The drawbacks of this type of attack is that it's clearly restricted to very close CQC however, it's an instantly kill on unarmored/foes with human levels of resistance. When mei spit that acid on zetsu, he was turned into a puddle instantly. Such a concentrated acid would strip away skin and damage organs instantly. If you're not a healer, you're instantly dead from that heavy damage... Just look at sasuke, the guy took a weapon through an organ and keeled over in seconds. During that fatal blow, he was instantly incapacitated.
I made mention of her suiton before so i'll make this short. If you check it for yourself, her suiton is on madara's/hiruzen's/obito-banfu's level. Something most people on this base doesn't realize is that her dragon flood first crushes/drowns you in the dragon's mouth, then it lunges a sharp tongue at you which would clearly impale you. People without serious defence would be dead.
I won't expand on her lava style but, it's lava... Just think about it for yourself

13) 3rd kazekage

got yolo'd by sasori without even a struggle snuggle. Even sick, dying orochimaru almost defeated his ambusher Lol
Anyway, his Jiton is a pretty cool ability with the way it allows you to control metal. Any shinobi who uses any form of metal to fight is completely screwed fighting him. He takes this position because exactly 2 persons above(minato and tobirama, who shit on him) use any form of metal weapon to fight. This guy would swag out most jounins, but these other kages would take him for a serious ride...

Since his fanboys will most likely cry, i'll just make quick notes. He will never be able to catch/touch/damage minato, tobirama, gaara, muu, trollkage, 3rd raikage, oonoki, Hiruzen and hashirama. He won't be able to find mei; With his exposed body, an AoE acid will take him out from the shadows. The only person he can really land some hits on is tsunade, but stabbing her 5 million times with his sand will do nill. She will bum rush through it, punch his IS objects away(like sakura) and super punch him right in his face. His skull instantly puddles from that susano'o crushing force.

14-1x) the rest we don't know about -> for the lulz. I refuse to believe they're weaker than the bottom 2.

4th Kazekage -> Need I even say anything?? Guy got his ass decked by orochimaru and his swag street boys. Sure, we tried to give him some excuses, but then he came back to get his ass 2/3 shotted by his son? I don't even... This guy is just a weaker version of 3rd kazekage.
