I think its Kurenai. She was supposed to be the Genjutsu God or whatever in the village but Itachi took a dump on her.

Idk...Kurenai? I mean sure her genjutsu and sensory prowess is to be noted but they weren't really explored upon since she got fodderized by itachi.
