You are right.Some of the "weak" jutsus can counter strong jutsus But dont forget the fact that majority of the decent jutsus are labeled as weak.

For Example, Frog genjutsu or Sound Genjutsu can trap anyone in genjutsu even Juubi jins.It was one shot jutsu but it is highly underrated and no one considers it a "strong" jutsu.

One of the other jutsu which jiraiya used against Pain's Subordinate which turned him into a frog was also a very strong jutsu as it would be a KO for anyone
